This clarification was issued in response to a written question from Member of Parliament Jeddou Rabah. Mr. Rabah's inquiry, numbered 9361, was officially referenced by the Ministry of Relations with Parliament as number 3363 and dated October 27, 2025. Qualification Requirements Detailed

Holders of a "Licence" degree, along with those possessing a "Master" degree, are eligible to join the ranks of "Primary School Teacher (First Division)" and "Middle School Teacher (First Division)," according to the Ministry of National Education. These positions are classified in category 13 and can be accessed through either external competition or contract. The Ministry stated this eligibility is an exceptional measure for these specific roles, recognizing the academic preparedness of candidates with these qualifications for teaching at the primary and middle school levels. This provision aims to broaden the pool of qualified educators for these foundational stages of education.

However, for the more advanced position of "Secondary School Teacher (First Division)," which is classified in category 14, the qualification requirements are more stringent. The Ministry clarified that only individuals holding a "Magistère" or "Master" degree are permitted to apply for these posts. This distinction outlines the differing academic prerequisites for teaching at various educational levels within the national system, reflecting the specialized knowledge often required for secondary education.
