Algerian Universities Embrace Smart, Entrepreneurial Future

Minister of Higher Education and Scientific Research, Kamel Baddari, announced on Saturday that Algerian universities have entered a new phase during the National Universities Conference. This new stage is titled 'Smart University, Entrepreneurial University, and Knowledge and Wealth Producing University'. Baddari stated that this initiative aims to embody the President's directives for building a knowledge economy and transforming the academic landscape. The minister noted that the university system seeks to achieve scientific and technological sovereignty, fostering an environment where higher education directly contributes to national development and innovation.

AI-Powered Learning and Innovation

A significant component of this transformation is the integration of artificial intelligence into academic processes. The academic year 2026-2027 is slated for the introduction of a personalized educational path for students, which will be supported by artificial intelligence technologies and a smart assistant. This individualized approach is expected to tailor learning experiences to each student's needs and pace. A smart language model (LLM) is also under development for university professors, specifically designed to automate the preparation of exercises and pedagogical activities, thereby enhancing teaching efficiency. Additionally, AI will be adopted to evaluate student answers, streamlining assessment processes within the academic framework and ensuring consistency and speed.

In parallel with these educational advancements, the second version of the 'Protomarket' program has been announced to support the creation of technological prototypes. This initiative will allocate substantial funding to students for prototype development, with amounts ranging from one million Algerian Dinars to two billion Algerian Dinars. This financial support is key for translating innovative ideas into tangible products. The program aims to foster practical innovation and entrepreneurship among university students, encouraging them to develop solutions with real-world applications.

Fostering Entrepreneurship and Economic Growth

The Algerian higher education sector has set an ambitious target to introduce five thousand (5000) innovative Algerian products into the national market by 2030. These products will proudly carry the slogan 'Made in Algeria', emphasizing local development and production capabilities. Each of these product launches is intended to coincide with the establishment of a startup, micro-enterprise, or spin-off, directly linking academic innovation to economic activity and job creation. This strategic alignment aims to create a dynamic ecosystem where research and development lead directly to commercial ventures.

To support this entrepreneurial drive, the first venture capital investment company has been established at 'Algiers 3' University. This development was quickly followed by the launch of the first venture capital fund (FCPR) in Algeria, marking a significant step in financing new ventures and providing key capital for emerging businesses. Plans are also underway to introduce four additional venture capital funds before the end of the year, further expanding financial support for emerging businesses and solidifying the infrastructure for entrepreneurial growth within the university system.

Quality Standards and Internationalization

A key focus of this new phase is the enhancement of quality and international standing for Algerian universities. Algerian universities are seeking ISO 9001:2015 quality certification for the first time, a globally recognized standard for quality management systems. Already, five institutions have successfully obtained this certification in both training and scientific research, demonstrating their commitment to excellence. Efforts to internationalize Algerian higher education are also gaining momentum; the 'Study in Algeria' platform has attracted 1500 new international students from 34 countries, enriching the academic environment with diverse perspectives. Concurrently, significant efforts are being made to improve infrastructure, including the renovation of 2283 out of 3283 accommodation units, enhancing living conditions for students. The digitization of university catering services has yielded impressive results, with monthly financial gains estimated in billions of Dinars achieved since April, reflecting improved efficiency and resource management.
