Public and private banks in Algeria began implementing urgent procedures on Tuesday to expedite the issuance of international payment cards. These measures were initiated to facilitate the extraction of international payment cards for citizens across the country. The initiative aims to allow citizens to obtain their cards within seven days, enabling faster access to foreign exchange for travel abroad. This measure is intended to facilitate financial transactions for individuals planning international trips, according to banking authorities. The accelerated process represents a significant operational shift for Algerian financial institutions, streamlining a previously lengthy procedure and addressing the pressing need for efficient access to foreign currency. The overarching goal is to enable citizens wishing to benefit from foreign exchange for travel abroad to obtain their cards as soon as possible, thereby enhancing their ability to conduct international transactions smoothly.

Urgent Processing and Reduced Timelines

Bank sources revealed that most bank branches in Algeria were mobilized since Tuesday morning following directives to expedite international card issuance. This widespread mobilization across the banking sector shows the urgency and importance of the new directive. Instructions were given to commercial and operations departments to prioritize applications for international payment cards, including widely recognized brands such as Visa and Mastercard. The processing and issuance time for these cards is being gradually reduced, with the target set to stabilize the processing time at around seven days for files that meet all conditions. This ambitious target marks a substantial improvement from previous timelines. Previously, this process could take up to 45 days in some banking institutions, creating significant delays and inconvenience for travelers. The current efforts are focused on drastically cutting down these waiting periods to ensure a more responsive and efficient service for customers.

Caisse Populaire Algérienne announced that its Visa and Mastercard cards will be delivered within a maximum of 21 days from the date of application acceptance, a notable reduction in processing time. This commitment from a major financial institution notes the industry-wide push for faster service. Some banks, including Gulf Bank Algeria, have demonstrated even faster processing, successfully preparing and delivering international payment cards to eligible customers within two days. This rapid turnaround for eligible files sets a new benchmark for efficiency within the Algerian banking sector.

To facilitate the expedited process, banks are adopting new organizational arrangements designed to optimize workflows and enhance customer service. These include dedicating staff exclusively to handle international card applications, ensuring specialized attention and faster processing for these specific requests. Additionally, branches will operate on Saturdays to reduce pressure and accommodate the increasing number of applicants, demonstrating a commitment to extending service hours to meet public demand. The initiative aims to enhance transparency in foreign currency use and ensure that travel allowances reach their intended beneficiaries, aligning with broader national objectives for financial oversight. These operational adjustments are key for managing the anticipated surge in demand for international payment cards and ensuring the smooth implementation of the new procedures.

Regulatory Push and Presidential Mandate

The new procedures are being implemented in accordance with directives issued by Mr. Mohamed Lamine Lebou, Governor of the Bank of Algeria. These directives signify a top-down commitment to modernizing financial services and improving citizen access to international payment facilities. Mr. Lebou's instructions followed a meeting held on Monday between the Governor of the Bank of Algeria, Mohamed Lamine Lebou, and various bank officials, where discussions centered on the need to streamline financial operations. During this gathering, the Governor stressed the importance of eliminating bureaucratic hurdles and accelerating the process for issuing international payment cards to citizens. His emphasis on removing administrative obstacles shows the regulatory body's determination to foster a more efficient and user-friendly banking environment.

The Bank of Algeria subsequently issued a fresh directive designed to regulate how individuals can access foreign exchange for international travel, specifically through the use of these payment cards. This directive directly implements instructions from President Abdelmadjid Tebboune, noting the presidential mandate behind this financial reform. President Tebboune had previously mandated that the travel allowance, set at 750 Euros, must be disbursed solely through bank cards, aiming to enhance transparency and efficiency in currency distribution. This strategic decision by the President is a cornerstone of the current banking reforms. The central bank's actions reflect a coordinated effort to modernize financial services and align them with presidential directives, ensuring a unified approach to financial management and transparency. The goal is to enhance transparency in foreign currency use and ensure travel allowances reach beneficiaries effectively, thereby preventing misuse and promoting legitimate international transactions.

Simplified Access and Financial Requirements

Obtaining an international payment card no longer requires depositing large amounts of foreign currency, according to banking authorities. This significant change aims to make international financial services more accessible to a broader segment of the population. It is sufficient for applicants to open an account with the minimum limit set by the bank, removing a major barrier that previously deterred many citizens. A deposit of only 50 Euros in the foreign currency account makes this amount usable for ATM withdrawals abroad and electronic payments, providing immediate utility for cardholders. This simplified requirement aims to broaden access to international financial services for Algerian citizens, fostering greater financial inclusion.

Citizens can also benefit from the 750 Euro travel allowance directly through these cards, ensuring a streamlined and transparent method for accessing their allocated funds. For the Dinars account linked to the international card, most banks require an initial deposit of approximately 10,000 Dinars upon opening the account. This relatively modest requirement for the local currency account further facilitates access to the international card services. These measures are designed to streamline the process and make international payment cards more accessible to a wider segment of the population, ultimately supporting easier international travel and transactions for Algerian citizens. The elimination of complex requirements and the introduction of more flexible deposit options are central to the success of this initiative.
