Algerian Banks Enhance Foreign Currency Access Through New Card Initiatives

Algerian public and private banks recently launched new procedures to improve citizens' access to foreign exchange rights for travel abroad. These initiatives are designed to significantly enhance the financial flexibility of Algerian citizens traveling internationally. The new procedures specifically include expanding international bank card services, reducing the costs associated with some of these services, and enabling the use of foreign currency balances for online payments and purchases from international websites. By doing so, Algerian banks aim to establish the international card as a full and integrated tool for travelers, effectively combining the benefit of the exchange right, facilitating payment and withdrawal abroad, and enabling electronic purchasing capabilities.

Expanded Card Services and Benefits

Possessing a qualified and valid international payment card is now considered an essential means for citizens to benefit from their exchange right. New regulations permit the allocated exchange amount to be made available to the beneficiary directly via an international payment card, removing the obligation to acquire a new card if an existing one is already qualified and valid. Foreign currency balances on these cards can be utilized abroad, and some cards also facilitate online purchases from international websites. This expanded utility is a key component of the new banking initiatives.

Banque Nationale d'Algérie (BNA) confirmed on its official Facebook page the possibility of using foreign currency amounts deposited in the account within the framework of the exchange right to cover expenses abroad. This also allows for online purchases related to the purpose of international travel. Similarly, BNP Paribas Algérie affirmed the capability to use foreign currency balances from the tourist allowance for online purchases originating from outside the country. The foreign exchange right is granted only once during the civil year. This exchange right can be reclaimed in specific circumstances, such as travel cancellation or an early return before seven days, provided the amount is returned within the stipulated legal deadlines.

Promotional Offers and Costs

The Local Development Bank introduced a promotional offer, which included a fifty percent discount on international cards, making them more accessible to a wider range of customers. Previously, the annual subscription for a Visa Classic card was estimated at two thousand dinars. The annual subscription for a Visa Gold card had been estimated at five thousand dinars. Similarly, the cost of a Mastercard Titanium card had previously reached eight thousand dinars, while a Mastercard Platinum card cost fourteen thousand dinars. For BNP Paribas Algérie, annual subscriptions for its international cards vary, with the Classic card costing four thousand five hundred dinars. The annual subscription for the Gold card from BNP Paribas Algérie reaches eight thousand dinars. For the Platinum card offered by BNP Paribas Algérie, the annual subscription amounts to twenty thousand dinars. These varying costs reflect different tiers of service and benefits offered by the banks.

Eligibility and Account Requirements

Opening an international bank card is reportedly not possible for individuals who are not employed, indicating a focus on those with verifiable income. For BNP Paribas Algérie cards, applicants must possess both a dinar account and a euro account, with varying minimum balances depending on the card category. To obtain a BNP Paribas Classic card, a minimum balance of twenty-five thousand dinars and five hundred euros is required. The minimum balance for a BNP Paribas Gold card is set at seventy-five thousand dinars and two thousand five hundred euros. For the BNP Paribas Platinum card, a significantly higher minimum balance is necessary, totaling one million dinars and seven thousand euros. These requirements show the specific financial criteria for accessing international card services, ensuring that cardholders meet certain financial thresholds.
